VINTAGE Tampon Tamp Nibroc Dispose Dispense trash can Vending machine no key

Up for your consideration is a... Well i'm not exactly sure what to call it.. But i'm not sure that's what it is.. It seems more like a trash can for tampons, though it does look like it dispenses something from the top, but I have no key to find out.

Through the crack, I can see possibly some kind of tissue... It's got a really cool. Look to it and would look good In a vintage style, bathroom or even a man gave LOL. Please feel free to share information if you know exactly what it is... Condition and measurements are in the photos..
